Highmark Inc.

Joseph Haddock is the Market President for Eastern Pennsylvania, including Highmark Blue Cross Blue Shield in the Northeast Pennsylvania market and Highmark Blue Shield in the Central Pennsylvania market.

In this role, Mr. Haddock is responsible for the overall performance of Highmark’s commercial clients while developing and implementing strategic objectives to grow membership and maintain a positive operating margin. He also serves as a primary liaison with community stakeholders, business partners, and regional advisory boards.

Joe has over 25 years of leadership and sales experience in the healthcare industry, focusing on revenue and membership growth, distribution channel development, product and program execution, strategic partnership development, and market expansion.
